The answer is twofold: while GPS does operate in space, the functionality of personal GPS devices is limited.

The ISS utilizes GPS satellites to ascertain its position and orientation in the vastness of space. On the S0 Truss framework, there are four GPS antennas (depicted within the red rectangle in the image below).

These antennas connect to two GPS receivers located within the American laboratory of the ISS. Each antenna is capable of receiving signals from four or more satellites, which is crucial for determining the station's precise location in orbit.

The signals transmitted by each satellite will reach the antennas at different times, influenced by the positions of the satellites and the orientation of the station. Although the differences in signal timing are measured in nanoseconds, modern GPS technology is sensitive enough to recognize these slight variations, allowing for accurate calculations of the station's altitude and orientation.

Moreover, GPS technology is also employed to refine the positional data of spacecraft approaching the ISS.

Conversely, if an astronaut pulls out a GPS device or activates the GPS feature on their mobile phone, it will not function as expected. Modern GPS devices are designed with hardware limitations that restrict their use at high altitudes and speeds.

This design prevents potential misuse of GPS technology for creating guided missiles or other high-speed projectiles. The GPS receivers aboard the ISS are specifically engineered to avoid these constraints.
